

The first critical step in the process is to confirm the basic parameters of the project through a series of interviews with key members of the community. Depending on the project, this may include; the facility operators/managers, artistic personalities, presenters, and managers of arts organizations, as well as government and community representatives. Developing a comprehensive picture of the characteristics, needs, and ambitions of the community, as well as the economic conditions under which the facility is intended to operate, is critical. This information is then carefully transferred into a Program Matrix. The Program Matrix is the first key planning document that defines the entire design process to follow.
